Technical Exchange Session with Singapore Delegation on Underground Utility Surveying and Mapping

Event Overview
On Wednesday, 4 February 2026, the Hong Kong Institute of Utility Specialists (HKIUS) was honored to host a distinguished visiting delegation from Singapore for a specialized technical exchange session. The event served as a platform for high-level dialogue regarding infrastructure planning, professional standards, and the digitalisation of utility data.
The Delegation
The visiting group comprised senior officials, engineers, and technical leads from Singapore’s primary infrastructure and regulatory bodies. We were pleased to welcome representatives from:
- Urban Redevelopment Authority (URA)
- Singapore Land Authority (SLA)
- Energy Market Authority (EMA)
- Land Transport Authority (LTA)
- Infocomm Media Development Authority (IMDA)
- Netlink Trust
Programme Highlights
The session was divided into two key segments: a technical site visit and an in-depth seminar.
1. Technical Visit & Equipment Demonstration
The afternoon commenced with a tour of the HKIUS training grounds. Delegates were given an overview of the Institute’s role in the industry (HKIUS & BUDA), followed by a showcase of current survey equipment and tools. This practical session allowed for a comparison of hardware utilization and field practices between Hong Kong and Singapore.
2. Seminar: Utility Surveying & Data Digitalisation
Following the site visit, members and delegates participated in a technical seminar focusing on two critical areas of development:
- Utility Survey & Mapping: The discussion covered end-to-end workflows, from planning and detection to Quality Assurance/Quality Control (QA/QC). Technical exchanges focused on methodology selection—specifically the comparative applications of Ground Penetrating Radar (GPR) versus Electromagnetic (EM) location—and the importance of rigorous accuracy grading.
- Digitalisation of Utility Data: Addressing the future of the industry, the session explored data models, attributes, and metadata standards. A significant portion of the dialogue was dedicated to the integration of Building Information Modelling (BIM) and Geographic Information Systems (GIS), as well as data governance strategies.
The event concluded with a Q&A session, fostering a collaborative spirit between the two regions. HKIUS expresses its sincere gratitude to the Singapore delegation for their visit. Exchanges such as these are vital for benchmarking international standards and advancing the capabilities of utility specialists in Hong Kong.
