Technical Seminar in Pearl River Delta Area – Two-Days Technical talk on Utility Management and Safety

Date: 7th – 8th June, 2008
Venue: Shenzhen, China


In order to provide a platform for professionals in Mainland China and Hong Kong to exchange knowledge and share experience, HKIE-SSC, HKIE-CAI, HKARMS, IOSH(HK), HKISA, HKIUS and HKURC jointly organized a two-day technical talk on safety and utility safety and management in Shen Zhen on 7-8 June 2008. Nearly 100 attendees were attracted. Total of 9 industry specialists and academic professors from different organizations gave presentations to share their experiences and opinions on recent safety and utility issues.

Lots of information, innovative ideas and recent technology were introduced, shared and discussed in the seminars. Positive feedbacks were received from both speakers and audience. Overall, the purpose of the event, which is to provide a platform to exchange knowledge and share experience, had been achieved.

Greater China Conference on Utility Safety & Management

Date: 14th-15th September, 2007
Venue: The Hong Kong Polytechnic University


Anticipating to the plentiful potential opportunities and the responsibility to promote the rapid development of urbanization market in the Greater China(The Mainland China, Hong Kong, Macau and Taiwan) in the near further, HKIUS jointly organized a Greater China Conference on Utility Safety &Management with 中國城市規劃協會地下管綫專業委員會, HKARMS, HKIE-SSC, HKIUS, IOSH (Hong Kong) at Chiang Chen Studio Theatre of The Hong Kong Polytechnic University on 14 -15 September 2007. 

The conference was sponsored by 14 organizations and supported by 29 organizations, it attracted over 200 engineers, surveyors, safety and utility practitioners, government officials, professionals, academics and consultants to enthusiastically attend. It was a great success in providing an excellent opportunity for practitioners to insight and keep abreast of more knowledge and experience about utility safety and management, offering a unique platform to network with each other, and promoting and enhancing the management, cooperation and continued success of utility industry around the Greater China.

The conference was comprised of four sessions, which respectively featured keynote presentations at the first and second open conference on 14th September 2007, panel discussions and sharing at the third professional forum, and the site visit on 15th September 2007 as well. At the final session of site visit, participants have been well-informed and in depth acquainted themselves with the updated management system by visiting Towngas AM/PM System (Mapping). 

In closing the event, Ir Dr. King WONG delivered the aspiring encouragement to participants and announced the next International Conference on Utility Safety & Management would be hosted in following year 2008.

Professional Forum and Sharing on Utility Management and Safety

Date: 21st – 22nd July, 2007
Venue: Dongguan, China


In respond to the rapidly developing of urbanization market and plentiful potential opportunities in Mainland China and Hong Kong, HKIE-SSC, HKIUS and UTI had pioneered and jointly organized a professional forums and sharing on utility management and safety at Fang Zhong Sunshine Hotel, Dongguan on 21 and 22 July 2007. Totally 80 engineers, safety practitioners, government staff, consultants and roadwork contractors attended this forum and sharing.

The forum and sharing not only offered a unique and excellent opportunity for practitioners to insight and share more about utility management, regulations and market situation, but also made them understand and keep abreast of emerging trends and new developments of utility profession and safety in Mainland China and Hong Kong, as well as to network with each other. The forum and sharing provided impactful impetus to the management, cooperation and continued success of utility management and safety industry in Hong Kong and Mainland China.

Moreover, participants gave highly positive feedback to the informative learning, knowledgeable sharing and joyful visit with comfortable surroundings.

Technical Seminar on Contemporary Legal in the Utility Industry of Hong Kong

With the growing concerns within the utility industry over the current legal issues arising in recent years from the identification, protection and management of various underground utility facilities in our city, HKIUS held a technical seminar on Contemporary Legal in the Utility Industry of Hong Kong in September 2005.

Four experienced speakers, Mr. Edward Law (EMSD), Mr. Eugene Tarn (ESRI), Mr. Christopher To (Hong Kong International Arbitration Centre)and Mr. Kim Yu (Hasting &Co.) were invited to share with us their unique views over several perspectives including the revised Code of Practice for Electricity Supply Lines (Protection) Regulation, legal aspects of utility surveys, alternative disputer solutions, application of CIS to improve the utility survey results and the latest Code of Practice for the protection of electricity supply lines.

Open forum “Electricity supply lines (Protection) regulations proposed revision to the code of practice on working near electricity supply lines”

Venue: The Hong Kong Polytechnic University 

In September 2004, there was another open forum organized by HKIUS at the Chiang Chen Studio Theatre of The Hong Kong Polytechnic University. It attracted around 200 participants to the forum including government officials, consultants, contractors, utility undertakers and utility surveyors.

The opening of the forum was officiated by Ir Dr. Raymond C. T. HO. Ir Edward LAW of EMSD briefed the principle and purpose of the Electricity Supply Lines (Protection) Regulations. Afterwards, Mr. Zico KWOK introduced the underground utility survey and he brought out the issues of integrity of the utility surveying industries.

The Proposed Revision to the “Code of Practice on Working Near Electricity Supply Lines” was discussed, participants were keen to express their views on the proposed revision. The joint organizers collected the concerns and passed to the EMSD for reference.

Open forum “The public interest in reducing road opening and safer excavation by using a GIS based at the utility information center”

In November 2003, HKIUS held an open forum “The public interest in reducing road opening and safer excavation by using a GIS based at the utility information center” at the Jockey Club Auditorium of The Hong Kong Polytechnic University.

The forum was about the importance of having a unique GIS based Utility Information center for all underground utilities and how to make use of the center to avoid unnecessary excavation and prevent accidents.

The speakers whom we invited were Mr. Zico KWOK from BUDA Limited, Ir Edward LAW from EMSD and Mr. Eugene TAM from Esri China (HK) Limited and they respectively had a sharing on “The latest development of GIS application”, “Benefits of UTI to the public with detections by competent persons”, “Law requirements & the new facts” and “The road map and benefit of a GIS based at the utility information database”.
