The prize presentation ceremony of Utility Safety & Management 2009- Drawing, Slogan Creation and Photography competitions, jointly organized by Hong Kong Institute of Utility Specialists, HKIUS (香港管綫專業學會), Department of Land Surveying & Geo-informatics, The Hong Kong Polytechnic University, PolyU-LSGI (香港理工大學土地測量及地理資訊學系), & Utility Training Institute, UTI (管綫學院), supported by Construction Industry Safety- Management Association, CISA (建造業安全管理學會), Hong Kong Association of Risk Management & Safety, HKARMS (香港風險管理與安全協會), Hong Kong Institution of Engineers- Control, Automation & Instrumentation Division, HKIE-CAD (香港工程師學會控制、自動化及儀器儀表分部), Hong Kong Institution of Engineers- Electronics Division, HKIE-END (香港工程師學會電子分部), Hong Kong Institution of Engineers- Safety Specialists Committee, HKIE-SSC (香港工程師學會安全工程專責事務委員會), Hong Kong Occupational Safety & Health Association, (HKOSHA) (香港職業安全衛生協會), Hong Kong Utility Research Centre, HKURC (香港管綫管理研究中心), Institution of Occupational Safety & Health-Hong Kong Branch, IOSH (HK) (職業安全健康學會, 香港分會), The Hong Kong Association of Property Management Companies, HKAPMC(香港物業管理公司協會), The Institute of Measurement and Control- Hong Kong Section, InstMC (HK) (英國皇家特許計量及控制學會(香港分會)), The Society of Operations Engineers (Hong Kong Region) (英國營運工程師學會(香港分會)) & Society of Registered Safety Officers (SRSO), sponsored by UtilityINFO (1 Call) Ltd was held successfully on 18 December 2009 in RmN003, The Hong Kong Polytechnic University which over 200 participants had attended the prize presentation.
With an aim to arouse public awareness on the effective management of underground utilities (Gas, Water, Drains, Power, Telecom, etc) and work safety in road excavation, a series of open competitions from April to October 2009. It aimed to educate students of the principle of utility surveys and the importance of safe excavation and how to improve our living standards with lower rate of incidents.
Ride on the successful events held during 2007 and 2009 and the newly approved degree programme in PolyU (BSc (Hons) in Geomatics Specialism in Utility Surveying) that the joint organizers would like to conduct another set of competitions (Drawing, Slogan Creation and Photography) to further arouse the awareness of the public on the safety matters and professionalism of the utility specialists from the education levels.
In the prize presentation, the MC, Mr. Zico KWOK, 1st Vice president of HKIUS introduced the objectives of the competition. The prize were presented by the Honorary guest, Ir WONG Hang Chi, Deputy Director of Highways Department.
The first part – Drawing Competition (Primary School) which the topic is on “The Underground Utility World in Hong Kong香港地下世界”
Technical Visit & Talk in Dongguan: Current Development of Utility Industry in Mainland China
Date: 20-21 November, 2009
Venue: Dongguan, China
In order to provide participants with first hand information about the current situation of utility industry and its development in mainland, a 2-day technical visit and talk in Dongguan (東莞) was organized to give participants exposure on the latest technology and techniques in utility safety and management in mainland China and also provide participants with information and better understanding of the utility profession of mainland China through visit to water or sewage treatment plant in Dongguan.
The technical visit and talk was jointly organized by Hong Kong Institute of Utility Specialists (HKIUS) and Hong Kong Utility Research Centre (HKURC), co-organized with The Faculty of Engineering of The Chinese University of Hong Kong and The Faculty of Construction and Land Use of The Hong Kong Polytechnic University with over 10 supporting organizations from professional associations.
Technical Visits
The destinations of this visit were Dongguan were Dongguan Sewage Treatment Plant (東莞市市區污水處理廠) and Donguang Water Quality Purification Plant (樟村水質淨化廠). The visit started from Dongguan Sewage Treatment Plant and Mr. XIAO Xi-liu (蕭細流副局長) the Deputy Director of City Administration of Dongguan (東莞市城市管理局) has delivered a presentation on the development of the Treatment Plant in the conference room. It covered the daily operation and working principle of the treatment plant. Then, the delegation had looked round the treatment plant. In order to show our appreciation to the accommodation from the City Administration of Dongguan, the 1st President – Mr. Zico KWOK and Vice President of HKIUS – Ir Jim KO had presented a souvenir to Mr. XIAO on behalf of the joint organizers.
After the visit to Dongguan Sewage Treatment Plant, the delegation went to visit Donguang Water Quality Purification Plant. The visit also started with a brief introduction of the plant by the Director and the delegation went around the plant to observe the operation of the purification process of Dongguan. Participants were active in asking questions on the design and construction of the plant. Again, Mr. Zico KWOK and Ir Jim KO presented a souvenir to the director and helpers on behalf of the joint organizers. All participants enjoyed the visit and had gained much information and knowledge regarding the sewage and purification plant in mainland China.
Technical Seminars
After the technical visits, the trip was continued with technical seminars in which various speakers from Hong Kong and mainland China were invited to share their experiences with the participants. On 20 Nov 09, Mr. Zico KWOK, the First Vice President of HKIUS, and Mr. XIE Guang-yong, the Manager of Easydetection, presented the topics on Water Leakage Detection and the Current CCTV Survey Practice in Guangzhou respectively. On 21 Nov 09, Mr. Spencer LI, the Chief Information and Strategies Officer of UtilityINFO (HK) Ltd gave us detailed information about the Integrated Data Management System (IDMS) for utility industry. Afterwards, Dr. MAO Wei-de, the secretary-general of Shanghai Water Reclamation Trade Association, gave us a presentation on the current development of utility industry in Shanghai. Then, Ir Jeffrey YUNG, the Chairman of SOE(HK) presented the topic on ‘A Facility Management Perspective for Sustainable Utility Management’ while Ir Prof. Dr. Louis LOCK from HKIE-SSC provided us with information on ‘ A Green Power Station Site’.
Without the support of our supporting organizations, the technical visit and talk in Dongguan would not be successfully held. We truly wish that each participant found the trip inspiring and we look forward to seeing you all again in our coming activities!
The 1st International Conference on Utility Management and Safety 2009

The First International Conference on Utility Management and Safety was held on 1-4 March 2009. Apart from soccer match on 1 March and technical and sightseeing visit on 4 March, most importantly, the two days conference was held at Kowloon Shangri-La Hotel from 2-3 March 2009. ICUMAS was pioneered and jointly organized by HKIUS and HKURC, co-organized with CIC and LSGI of PolyU with over 70 supporting organizations from government departments, academic institutes, professional associations from local, mainland china and overseas.
The overall conference attracted over 500 engineering, surveyors, safety and utility practitioners, government officials, professionals, academics and consultants to attend including the soccer match, conference, opening banquet and technical visit. The ICUMAS was a great success in providing an excellent platform and opportunity in keeping abreast of more knowledge and experience about utility management and safety, offering a communication channel to network with each other and promoting continuous cooperation among utility industry worldwide.
ICUMAS comprised of various sections, which featured keynote and guest lectures, parallel sessions respectively on 2nd March and 3rd March and a forum on 3rd March as well.
The ICUMAS opening banquet was organized together with HKIUS in celebrating its 6th Anniversary at the Kowloon Shangri-La Hotel. The evening gathered guests of 16 tables from government chief officials, association chairmen, professionals and academics. It was also our greatest pleasures to have invited 13 Honorary Guests to our event. The dinner was commenced by a welcome speech by HKIUS President, Ir Damien C.C. KU, in addressing and reporting to us the key milestones of the development of HKIUS. It was followed by the inauguration of the new session of HKIUS Council 2009/10 with the witness of our Honorary Guests. In addition, the Honorary Fellow was given to Mr. C.S. WAI, Director of Highways, HKSAR this year, who has shown remarkable effort in enhancing utility development in Hong Kong. The award presentation was discharged by Ir H.S. KWONG, GBS, JP, Chairman of ICUMAS Organizing Committee. The dinner was announced started right after the toasting led by our Honorary Guests on stage. It was pleasurable to meet all HKIUS friends in this occasion, and in order to update guests the status and development of the institute, HKIUS related questions were prepared and asked, in which guests that had answered correctly will be given a prize. This game had received enthusiastic participation from our guests.
Without the support of our supporting organizations and organizing committee, ICUMAS would not be successfully held and able to gather experts and professionals worldwide. In order to extend our immense gratitude, Prof. William KO and Ir Damien KU presented souvenirs to our supporting organizations and organizing committee respectively.
